When i need to add garrison to captured city or castle I gather all my companions by creating an army. Take all their troops except recruits and dump them to garrison. All my cities have decent garrison without me donating any of my own troops. And even if they die to random bandits before they recruit some troops just create party again.

It depends on a bunch of factors. If you are the same culture as the prisoners, they will join you more often. If they are actual soldiers, they will resist joining you. If they are high-tier soldiers, then it will take a long ass time for them to be willing to join you.
